Problem

The Signiant Manager install reports the following message on an upgrade or new install:

Errors occurred while installing/upgrading applications

The sigsetup.log file displays the following text:

A problem occurred opening a connection to the database: org.postgresql.util.PSQLException: Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.
Exception: java.net.ConnectException: Connection refused
Stack Trace:
java.net.ConnectException: Connection refused

Solution

There is likely a problem with the host file on this machine.  Check that the host file has a correct entry for localhost and localhost.localdomain.  That is, these names should resolve to the loopback address 127.0.0.1.  If for some reason these are resolving to another IP address, PosgreSQL will refuse the connection.

Additional Information

By default, PosgreSQL only accepts connections to the loopback address, and this is how the Signiant software communicates with the database component.  If an improper resolution is causing the internal Signiant communication to be directed at an IP address other than 127.0.0.1 you will see the above errors.
